2013 Insurance Benefits Guide
*The South Carolina Retirement Systems has made changes effective July 1, 2012. Check out the Retirement page to see more details regarding the changes and to download/print the new member handbook.
All full-time employees have the option to enroll in benefits. A new full-time employee will attend a payroll/benefits session that will provide details regarding specific benefits available.
For DCSD Employees already enrolled in Benefits
There are special eligibility situations that allow employees already enrolled in Benefits to make changes, however, the employees must notify the Benefits office and make the changes within 31 days of the event.
For example, if an employee's spouse loses health coverage and the employee wants to add him/her to coverage, then a "Notice of Election" form must be completed within 31 days of the loss of coverage. If the employee fails to complete the form and submit proper documentation required within the 31 days, he/she will have to wait until the next enrollment period to add the spouse to coverage. This would also be true for children.
Enrollment periods are the month of October every year.
During ANNUAL ENROLLMENT, eligible employees, retirees, survivors and COBRA subscribers may change health plans. This includes changing to the Medicare Supplemental Plan, if you are RETIRED.
During OPEN ENROLLMENT, which occurs in odd-numbered years, eligible subscribers may enroll in or drop their own health coverage and add or drop their eligible spouse and/or children.
ORP (Optional Retirement Plan) Annual Enrollment Period is January 1 thru March 1 for all members. During this time ORP members may choose to:
- Change investment providers vendors
- Switch to SCRS if member has between one(1) and five (5) years of State ORP service.

The Darlington County School District recognizes the importance of employee benefits in the lives of the people who work with the District. For this reason, the Darlington County School District has a policy of continuous review of all benefits which means paying constant attention to the improvement of current benefits and the addition of new ones, where possible. The aim of this continuous review is to provide progressive benefits for all district employees. The information contained in this page is designed to outline the fringe benefits for the district employees. Benefits may vary according to the length of the contract year of the employee with the District. Where such variances do occur, every attempt is made to keep the variances fair, consistent, and equitable.
